The United Nation (UN) Millennium Development Goals (MDGs) are a series of objectives for world development that focus on poverty reduction， primary education， gender equality and women’s empowerment， child mortality， maternal health， HIV/AIDS， malaria and other communicable diseases， environmental sustainability and the establishment of global partnerships. In order to achieve the MDGs before the designated 2015 deadline， resource allocation must play a critical role in the organization of global society. The Paris Declaration on Aid Effectiveness concentrates on concepts of ownership， alignment， harmonization， managing for results and mutual accountability， which feedback to the UN MDGs.
