為推展海外華語文教育，並因應全球華語文教學趨勢變化以及華語學習環境改變等情勢，僑務委員會特別邀集專業編撰團隊，以第二語言教學概念，並依據中華民國國家教育院整合華語教學專業人士研發之「臺灣華語文能力基準（TBCL）」語詞分級，開發適合海外各行各業成人華語文能力零起點人士學習之華語教材，期透過自然對話的方式，學習日常生活所需之應對詞彙，以奠定華語文的基礎，並為日後學習進階華文作準備。
